AB 2519 and the New CalSTRS Rules: What Charter School Leaders Must Do Before 2027

October 14, 2026

Who Should Attend

  • HR Administrators
  • Chief Business Officers
  • Executive Directors
  • Charter School Leaders

CalSTRS rules for charter schools have changed more in the past two years than in the prior decade.

  • In 2024, AB 1997 replaced the duty-based creditable service test with a new definition of “position subject to membership” in Education Code section 22156.07. That definition would have left many charter school administrative positions outside CalSTRS starting in July 2027.
  • In January 2026, CalSTRS issued Employer Directive 2026-01 and the new Charter School/Nonprofit Public Benefit Corporation Certification (Form 0765) and is reworking the guidance and has delayed the deadline for filing the form.
  • On September 30, 2026, AB 2519 was signed into law to close that gap for charter school administrators created by AB 1997. Under the amended statute, a charter school position is subject to CalSTRS membership if it performs, directs, coordinates, supervises, or administers a function listed in Education Code section 44065 and meets certain requirements.

In this 60-minute webinar, YM&C attorneys Kevin Troy and Paul Minney will explain how these changes fit together. They will also provide charter school leaders with a practical compliance plan outlining actions to take before July 1, 2027.
