Widely recognized throughout the state as a leading authority on public agency, nonprofit, and education law, John Lemmo brings decades of experience to YM&C, representing K-12 schools, colleges, social services nonprofits, water, and special districts, including healthcare districts, and cities, and providing counseling regarding governance, facilities, and business matters. He regularly advises elected and appointed boards and management regarding operations, strategic planning, and risk management. John’s practice also focuses on public agencies and private developers concerning environmental and land use regulation and litigation. He has extensive experience working with and on behalf of local and state government and regulatory agencies.
John has served as general counsel to numerous public agencies and as special counsel to city councils for administrative appeals. He has also provided counseling and defense for general obligation bonds and litigated matters related to sewer service allocation, eminent domain, easements, and CEQA/NEPA. He also has deep expertise in public contracting and bid disputes.
In the charter school world, he is well known for unconventional problem-solving and has advised numerous operators regarding complex organizational transformations and facilities development and financing. John’s deep knowledge of government and nonprofit rules and regulations makes him a unique “go-to” for assisting charter leaders in developing their school organizations.
For many years, John has been a regular presenter and lecturer on education, school facilities, and local government. Throughout his career, he has been extensively involved in high-profile litigation defending the rights of charter schools and other educational organizations.
