Overview
A dedicated and fierce advocate for charter schools throughout the last decade, Sarah Kollman has devoted her primary practice areas to protection of charter school facility rights, primarily focused on defense and litigation of rights arising out of Proposition 39, but also including facility lease and use agreements, zoning and building code compliance, public works requirements, and real property transactions.
Sarah has also managed the firm’s collaborative efforts with CCSA regarding its pro bono Proposition 39 project, which is designed to assist charter schools in realizing the promise of their rights under the law. Sarah is also a featured speaker, regularly providing statewide trainings to administrations and school boards, as well as presentations on facilities and risk management matters across the state. She has successfully represented charter schools in numerous venues, including before administrative agencies, the courts, school districts, county boards of education and the State Board of Education. In addition to her primary facilities focus, Sarah advises clients on SB740 charter facilities reimbursement matters, contract negotiations, STRS/PERS compliance, audit appeals, constitutional law issues, independent study and board governance matters.
